The first commitment to climate stewardship initiated by Chinese regional industrial clusters
The 3rd World Textile Merchandising Conference, an international textile and apparel event on the theme of New Industrial Value · New Textile Contribution – Responsibility of the Textile Industry in Reopening the World Economy, was held in Keqiao, Shaoxing, China from October 26 to 29.
At the opening ceremony on October 26, Sun Yan, Standing Member of the CPC Keqiao District Committee and Executive Deputy Mayor of Keqiao District, together with 12 business representatives from Lanyin Fashion Town made joint commitments and officially released the Climate Stewardship in Keqiao, Shaoxing China. As Keqiao District is committed to Climate Stewardship 2030, it will work with the China National Textile and Apparel Council (CNTAC) to jointly set Keqiao climate stewardship targets, formulate and promote low-carbon business policies and incentive mechanisms for low-carbon products, and actively engage in the global climate governance.
The official release of this declaration signifies that the voice of Keqiao has been added to the climate action by the global fashion industry.

Climate Stewardship in Keqiao, Shaoxing China was jointly released by the Keqiao District Government of Shaoxing City and local enterprises, aiming to echo the national low-carbon development goals proposed by President Xi Jinping at the 75th UN General Assembly, and demonstrate the pioneering spirit and determination with which the above RMB 100 billion Keqiao regional industrial economy is taking in climate action. This declaration will help upgrade Keqiao into a demo and trailblazer in the course of carbon neutrality in China, assisting the Chinese industries in creating best practices of climate governance, and contributing to the Chinese INDC and the targets set by the global fashion industry.

Full Text of Climate Stewardship in Keqiao, Shaoxing China
Climate change is a global crisis in the post-pandemic era. President Xi Jinping announced China’s carbon emission targets and the vision of carbon neutrality at the 75th UN General Assembly, a major strategic decision for China’s ecological civilization in support of the global climate action.
Keqiao, an important printing and dyeing hub in the value chain of the global fashion industry, will actively respond to China’s emission targets and assume its global industrial responsibilities to develop itself into a world-class industrial cluster.
We solemnly announce that the Keqiao District Government will work with the China National Textile and Apparel Council to jointly take the following actions:
Join Climate Stewardship 2030 initiated by the China National Textile and Apparel Council and develop Keqiao’s climate action plan in line with the Paris Agreement and China’s self-determined contribution targets;
Formulate policies to support textile enterprises in Keqiao to implement the decarbonization road-map of the Paris Agreement and Climate Stewardship 2030; and disclose carbon-related information on a regular basis;
Establish an incentive mechanism to support textile enterprises in developing and designing green and low-carbon products through Full Life Cycle Assessment, develop low-carbon fibers and fabrics and enhance the global competitiveness of Keqiao’s green textile products by taking scientific approaches;
Actively participate in the climate governance mechanisms of the global fashion industry such as the United Nations Fashion Industry Charter for Climate Action, strengthening communication and exchanges with multi-stakeholders, demonstrating the leadership of Keqiao textile industry in taking climate action, and contributing Keqiao’s solutions to the global climate action by the fashion industry.
The COVOD-19 pandemic in 2020 has made everyone realize that no country and no region could be spared in a common crisis. To this end, we call on the global fashion industry to take joint climate action, contributing to the climate goals in the Paris Agreement!
Climate Stewardship 2030
As a signatory of the UNFCCC Fashion Industry Charter for Climate Action, the China National Textile and Apparel Council initiated Climate Stewardship 2030 in October, 2017 (Carbon Management Innovation Action 2020) with a commitment to:
Improving the utilization rate of clean energy and renewables, boosting the efficiency of emissions reduction technologies in application and accelerating the low-carbon transformation of enterprises through industrial actions such as assisting enterprises in implementing the climate action road-map;
Creating low-carbon brands in China’s fashion industry and enhancing the international competitiveness of Chinese businesses in the global low-carbon supply chain, and strengthening communication and actively joining the campaign of global climate governance launched by the fashion industry through industrial coordination.
The China National Textile and Apparel Council has been dedicated to the Climate Leadership program as part of Climate Stewardship 2030 from 2019 to 2022, including:
Providing analysis tools to the climate impact of emission reduction and supporting enterprises to conduct baseline survey to set emission reduction benchmarks
Promoting the verification of carbon assets, capacity building of carbon management and carbon information disclosure; improving energy efficiency, introducing renewables into projects, or supporting the industrially-interconnected carbon information disclosure and the application of low-carbon technologies; and achieving multiplied benefits of emissions reduction for the upstream and downstream
Inviting key fashion brands and major enterprises in the supply chain to be part of Climate Leadership
Reporting updates, impacts and difficulties of general emissions reduction in a regular, transparent and systematic manner
Elaborating on the contributions of the China’s fashion industry to global emissions reduction targets through the reporting system
Keqiao, one of the most economically dynamic areas in East China and a pioneering area of world-class textile industry cluster, is the economic and commercial center of Shaoxing. Home to the world’s largest trade distribution hub of textile and the world’s largest cluster of printing and dyeing, it boasts unique industrial advantages in the specified market and the printing & dyeing industry. Sticking to the goal of “producing world-class green products” and observing the philosophy of “driving printing & dyeing market with fashion and exhibition”, it will celebrate an output value for printing and dyeing enterprises across the whole district of more than RMB 50 billion by the end of 2022; there will be more than 5 leading enterprises in printing and dyeing with an estimated annual taxable turnover of more than RMB 1 billion, along with 30 national high-tech enterprises, 60 provincial sci-tech SMEs, and more than 2 enterprises listed on the main-board market. The averaged annual tax revenue per mu, emission tax per unit and energy consumption tax will grow at a rate of more than 10%. Keqiao aims to transform its development model from satisfying consumption to guiding consumption and upgrade its strengths from relying on a large scale to drawing from strong innovation capabilities, so as to build an international capital of textile leading the high-quality development of Chinese and even the global textile and garment industry in the new era.
